None of this gets decided from a photo. A technician traces the existing vent, checks its condition and clearances, and confirms combustion air availability in the space. If your replacement quote does not mention venting at all, ask why. On a gas job, venting is not a detail.
Sediment, anode rods and what Lower Mainland water does to a tank
Metro Vancouver’s water is soft, which surprises people who arrive expecting hard-water scale problems. Soft water does not mean a tank lives forever. It shifts the failure mode.
With low mineral content you see less of the rock-hard scale that plagues tanks in hard-water regions. Multi-family replacements have a second layer of rules on top of the building code, and ignoring it can get your install stopped mid-job.

Open a hot tap upstairs to break vacuum, connect a hose to the drain valve and empty the tank to a drain or outside. A full tank is far too heavy to move, and old drain valves are slow, so this step takes longer than people expect.
Disconnect the water lines, the fuel connection and the vent. Remove the old unit, which on stairs is a two-person job. Protective floor covering goes down before any of this, not after.
Set the new unit level and on proper support.
